Charles Poland writes that between 1800 and 1860 Loudoun County’s total population fluctuated between 20,000 and 22,000. Poland notes that in 1860, according to the U.S. Census, there were 670 slaveholders in Loudoun County. In that year, the U.S. Census recorded 5,501 slaves in Loudoun, while free blacks numbered 1,252. |
